In the field of inter-state politics, always strive continuously to maintain or increase their power compared to other states. Therefore, it becomes necessary for each state to co-operative with other states and get help from them. For this, each state should directely and indirectely màke necessary plans and try to make it successful through its messengers and intelligence. One such effort was also in the Mauryan period (322-185BC),which was under the rule and promotion of the the vast Mauryan empire.for the good governance of the Magadha empire , from the Hi.malayas in the north and the Hindukush mountain in the west to the sea , the good governance of the Magadha empire required its amatya, ministers, officials , pur-janapad and generals their keep a close watch on their activities. Start and get regular informations about end border states . Therefore, Chandragupta's guru-cum-head mantri Kautilya successfully used the spies to guide the victory of the mighty king Chandragupta. Who was a pioneer for Candragupta's later made mauryan king and also for the modern nation-states.
