Title

Helmand River National or International

Abstract

Water is known as the most valuable renewable resource on this planet. Environmental change and population growth on the planet has increased the demand for this vital substance worldwide and in many cases has caused national, regional and international conflicts, which is why 21st century international relations experts have called the century the water century. Afghanistan, which is geographically located in one of the arid belts of the earth, has been saved from being an island and a desert thanks to its mountain range, so much so that some consider it as important as the Nile Sea for Egypt and Or Saudi oil is considered equal, the main reason for its importance is the flow of roaring rivers from this mountain range. The roaring rivers of this country, as the biggest capital of this country due to the continuation of civil wars, the intervention of countries in the region or due to lack of facilities, enter the territory of neighboring countries and the region. The Islamic Republic of Iran is one of these countries that has been following this trick and exploiting this weakness of the Afghan government since the beginning of the relations between the two countries. Helmand River is one of the national rivers of Afghanistan that the Islamic Republic of Iran has been seeking to internationalize since the beginning of relations between the two countries along with other rivers of Afghanistan. Therefore, in this article, we seek to review and critique the goals of Iranian writers Abuse of Afghanistan's weakness and international documents seek to make this river international, and in the meantime, this issue seeks to answer the question of why the Islamic Republic of Iran has long demanded more water than the amount of water rights. Which is specified in the 1973 treaty between the two countries?
