The DevOps movement has forever changed the way software is developed, tested and deployed by fostering a culture of collaboration, automation, and continuous delivery. Yet, however, the journey into a true DevOps culture continues to be an arduous one for many software organizations—even given its huge advantages. There are significant challenges to the adoption of DevOps, including cultural issues, largescale skill shortages, toolchain complexity, and other issues related to legacy infrastructure. In fact, organizations often frame DevOps purely as a technical initiative, or as a set of tools and practices, while overlooking the critical cultural and organizational changes required for lasting success. This paper examines key challenges organizations face in adopting a DevOps culture and proposes practical, structured ways to more successfully engage with the challenges. It emphasizes not simply naming the problems, but frameworks for action that organizations can utilize to effectively transition to DevOps. Documenting existing frameworks from existing practices, this paper argues for a phased approach to adoption of DevOps that incorporates cultural change management, skills development, technical modernization, and leadership buy-in, with the goal of providing organizations with a practical pathway to implementing DevOps in a scalable and sustainable manner.
