Title

Effects of Human resource capacity-building on organizational performance a mediating role of leadership commitment in Oromia,Ethiopia

Abstract

The study's main objective was to evaluate how capacity-building affected organizational performance in the Oromia public sector, with leadership commitments serving as a mediating factor. This study was grounded in a number of ideas, including the theories of leadership, organizational capacity-building, institutional capacity-building and human resource development. 4,000 government workers were the study's target population. 10% (400) of the respondents were chosen by basic random selection techniques with a purpose, depending on their involvement in capacity-building programs. Questionnaires, interviews, and focus group discussions were employed as the data collection approach. Descriptive and inferential analyses were used to analyze the data collected. The link between the dependent, independent, and mediating variables was determined by model fit tests. The accuracy and dependability of the positive results were observed when the data's validity and dependability were checked. The study's conclusions showed that the lack of capacity-building policies, human resource development policies, and training policies and strategies prevented goal-achieving capacity-building dimension implementations. Additionally, there was no long-term organizational structure for implementing change and enhancing technical capabilities. The usual rules and regulations were not followed in the analyzed public sectors. Additionally, less devotion from the leadership was seen, which did not help the organizations. It was advised that regional technical teams equip themselves to handle dynamic conditions and that capacity-building sectors carry out a needs analysis before implementing capacity-building initiatives. Last but not least, the government needs to implement a capacity-building policy, strategy, and training policy for the public sector to have a sound capacity-building intervention to enhance organizational performance and goal achievement.
