Title

REGENERATION OF JJ BASTIS IN DELHI

Abstract

Due to undergoing urbanization & migration of population to cities for opportunities Indian mega-cities are facing an acute shortage in adequate housing. Therefore urbanization which may be worthy in terms of development has another face that of profiling illegal slums or squatter settlements in the urbanizing India.In one way India plan to come up with smart cities with goal of becoming an attractive destination for investment. But this requires a minimum standard of living conditions for all, and Delhi being the capital of India and representative of nation is thus of prime importance to achieve it. With 675 identified JJ Clusters at present and counting up to 754 and 185 unidentified JJ Clusters which give total count of 860 JJ Clusters with 4,20,2000 jhuggis are noticeably indicating that past and present approach of Delhi government for rehabilitation of JJ Bastis are inappropriate. Thus addressing to such issue with best possible alternative approach is essential. Present approach is majorly relocation mostly to outskirts of city i.e. Baprola, Bawana and Dwarika on random basis based on eligibility criteria of cut of date of ID Proof and since eligibility percentage is low to about 40- 50%, in-eligible dwellers either move to live in footpaths, night shelters or nearby slum. The Slum dwellers are important contributors to the development of the city by rendering their services to the citizens & organizations. As industrial workers, construction site laborers, domestic servants, rag-pickers, hawkers and a wide range of small scale trades is vital to the city, also according recent study(2013) has released that people living in urban slums contribute to over 7 per cent of country’s GDP. Therefore whether it is redevelopment, resettlement or in-situ up gradation – depending on the specific requirement of a particular slum in context with surrounding site either one or the other approach needs to be followed.Employment and opportunities which attracts poor to cities from their homeland, should be taken into consideration while selecting an approach for rehabilitation because if neglected can cause indirect adverse impact on city’s wellbeing.
