Cloud computing is one of the booming technologies in the present day. Number of users availing cloud services are increasing day by day, which in turn requires better performance of the cloud. Cloud Data Center is one of the major components of cloud computing. One of the major challenges of cloud data center is handling and servicing millions of requests from the users. Distributing the load fairly across all the available machines is called load balancing and load sensing. There for, the load balancing algorithms used should be very efficient and should reach the goals of the user. In this work we address the subject of load balancing in cloud computing and present a semi centralized and multi cluster architecture with routing protocol using fuzzy base effective cluster mechanism for selection of membership node and create group of same class and work on load sensing and load balancing mechanism using optimum selection of node and group of same class. This proposed approach mainly ensures a better overall performance with efficient load balancing, the continuous availability and a security aspect.
