Title

Community Involvement in Primary Education for qualitative Improvement: Critical Analysis of Role of SMC

Abstract

Right to free and compulsory Education to Children Act, 2009 has envisioned the involvement of community to ensure the improvement of Quality in primary education. The quality dimensions for improvement in primary education are availability and better practice of basic infrastructure and other facilities, Management and community support, School and classroom environment, Curriculum and teaching learning material, Teacher preparation, Opportunity time (Teaching-learning time),Classroom practices and processes, Learners' assessment, monitoring and supervision of school, etc. School Management Committee has been constituted in each primary school to extend community support in management and functioning of school. The Role of SMCs are defined in section 21-22 of chapter IV “Responsibilities of Schools and Teachers” in the RTE Act, 2009. This study tried to highlight the community involvement through functioning of SMC in Madhya Pradesh and critically analyzed the role of SMCs in qualitative improvement of primary education. The study revealed that SMCs were playing a significant role in enhancement of quality of education in schools, specifically, in urban areas. There was need to improve the involvement of SMCs in rural and semi-urban areas. Population-wise, ST concentrated areas were doing better as compared to SC and General population concentrated areas for qualitative improvement of primary education.
