This paper presents an image process segmentation technique to segment out the Region of Interest (ROI) from an image, during this study; the ROI is that the vehicle registration number plate. so as to with success discover the registration number plate AN temporary sliding concentric Window (SCW) algorithmic rule has been developed to perform the segmentation method. during this proposed model, vehicle images were obtained and therefore the SCW rule has been performed to segment out the ROI and so Morphological Image process techniques named erosion and dilation are accustomed to find the registration number plate. so as to validate our proposed model, we have used a data set wherever the images of the vehicle taken from totally different angle that contains natural background and different lightening conditions. This proposed method produces more accuracy rate.
