Title

A SUCCESS STORY OF AADHAR ENABLED PUBLIC DISTRIBUTION SYSTEM IN KRISHNA DISTRICT – A REVIEW

Abstract

Public Distribution System (PDS) is often termed as means for ensuring food security for the poor and needy. To minimize the poverty level among general public, Government of India promoted Public distribution system for extending basic necessary goods at subsidized rates. But their primary motto has not been fulfilled due to numerous problems prevailing in PDS. The problems of Public Distribution System have not been uniform in the country. In some states the administration is weak and corrupt. The deficiencies regarding huge shortage of stocks, fake supply entries in ration cards, diversion of commodities for sale to open market and bogus ration cards and weighing differences the real benefit is not reaching to the beneficiaries. Globally there is enough food for all and that inequitable access and mismanagement is the main problem for food insecurity. The government should launch technical and policy reforms to make Public Distribution System are more effective. In recent years, the central government, with the help of several state governments, has embarked on an ambitious initiative towards the end-to-end digital transformation of the PDS supply chain to address these sources of inefficiency. A key component of this initiative is the digitization of the beneficiary database and linking ration cards to Aadhaar numbers, referred to as ‘Aadhaar seeding’. This process intends to weed out duplicate cards in the system and also prevent the creation of new ones in the future. Another key component, complementary to Aadhaar seeding, is the use of point of sale (POS) devices at FPS. These devices help to reduce the diversion of grains by enabling authentication of beneficiaries through linkage to Aadhaar and biometric details, accurate recording of the quantity of grains sold to beneficiaries through the integrated weighing machine, and uploading of transaction data to the central server. The present paper seeks to examine a success story of Aadhar Enabled Public Distribution System in Krishna district. This paper highlights the PDS scenario before and after the implementation of aadhar. The objective of the paper is to enhance the visibility, accessibility and efficiency of the system which will streamline the process of Public Distribution System. Therefore the purpose of this study reveals Digital Transformation of the Public Distribution System will bring in transparency.
