Title

EXPENDITURE PATTERNS OF THE PRIs - RECENT TRENDS

Abstract

The Constitutional 73rd Amendment has made a basic framework that it is obligatory on all the state governments to have three tiers of PRIs with a tenure of five years. These PRIs have been held responsible for the rural development in the country. Article 243(g) of the 11th schedule of the 73rd Constitutional Amendment Act lists 29 subjects pertaining to economic betterment and social transformation of the rural areas. In this direction the present paper makes an attempt to explore the possibility of PRIs developing the village economies. Towards this end, the study has considered four years data relating to GPs and their expenditure details. The collected data has been classified into two categories - one is the development expenditure and the other is non-development expenditure, basically to study whether Panchayats are spending more on development activities or non-development activities. The analysis of the data clearly reveals that in the recent years GPs are spending more on development compared to the non-development activities revealing that rural development is taking place because of the Panchyat Raj Institutions.
