The term ‘Efficiency and strategic Audit’ may be defined as a systematic examination of management’s efforts to accomplish goals efficiently and effectively in order to determine adherence to the management policies and stated requirements. It should be borne in mind that auditor’s functions differ from case to case but in most of the cases, the work consists of making an examination and reporting defects or irregularities and presenting recommendations for improvement. Efficiency audit is so designed as to determine the potential danger spots, to highlight possible opportunities, to eliminate waste or unnecessary loss, to observe the executive Strategic and evaluate the effectiveness of executive control. The role of independent Auditor had grown beyond that of mere regularity audit, it had extended to appraisal and to the forming of value judgments. This development explained the significance of ‘Efficiency-cum-Strategic Audit’, or, more briefly, Efficiency Audit.’ This was essential to meet the urges of the public interested in the results achieved from the expenditure of public funds-whether there was extravagance and waste, and whether worthwhile results were achieved and at cost.
