Natural disasters are on the rise around the world, with India among the top three most impacted countries, despite technological breakthroughs and changes in disaster management approaches. In India, the Department of Disaster Management and Human Rights considers the state's failure to safeguard its citizens from catastrophes to be a human rights issue rather than an administrative one. As a result, it advocates for the promotion and protection of the "minimal core" of catastrophe victims' socio-economic rights, which are anchored in the right to a safe environment. This article is focusing on the significance of implementing human rights in natural disaster situations. It futhermore explains the gap between them and the role of national human rights institutions.
