Abstract : — Cloud computing is nothing but a collection of Computing Resources and services pooled together over internet and is provided to the users on pay- as needed basis. Resources can be either software or hardware like memory, energy, load balancing, links, processing and also the infrastructure. In this paper we study various load balancing Techniques which include scheduling algorithms for better strategies through job scheduling and resource allocation techniques. It also provides an extensive survey on Resource Provisioning Techniques available for effective utilization of Hybrid cloud infrastructure. Finally this paper describes the observation study on how effectively we can utilize the resources techniques in Cloud Computing .The proposed dual phase and tri phase algorithm includes the advantages of resource utilization and avoids disadvantages to the maximum
