Title

Human Resource and its Utilisation in India

Abstract

The Human Resource evolved first time in 18th Century in Europe by Robert Owen and Charles Babbage during the industrial revolution. Human Resource emerged as a specific field in the early 20th Century influenced by F.W. Taylor. Industrial welfare was the first form of human resource. In 1883, the Factories Act stated that there should be male factory inspectors. In 1878 legislation was passed to generate the hours of work for children and women by having a 60 hours week. During this time trade unions started to be formed. Subsequently Human Resource Management developed in response to the substantial increase in competitive pressures. American Business Organisations began experiencing by the late 1970s and as a result of such factors as globalization, deregulation and rapid technological change. Personal administration which emerged as a clearly defined field was largely concerned the technical aspects of hiring, evaluating, training and compensating employees and was very much of “Staff” function in most organisations. Peter Drucker in his book “The practice of Management” underpinned the three functions of management i.e. the achievement of economic performance, the leading of managers and the management of workers and labour. Human resources can be defined as one of the most important investments an organisation can make whose results become more evident over time. It can be said that human resources are the organization itself.
