Abstract

When countries progress, their use of resources, its pattern will change in different ways by introducing inventions and innovations. The digital dividend: the broader developmental benefits from using the digital technologies, seeing as an inexorable instrument for the march towards the amelioration among the world countries. The increasingly popular use of ICT in different areas of life, like governance, banking, law, education and health demands equal accessibility to all for ensuring inclusive and sustainable growth. Those who posses digital space provides wide networks for the growth of information and the corresponding avenue for betterment of citizen by enhancing socio-economic and political capabilities. But the pace and inclination of the distribution of technological development further creating risks related to the new type of inequality i.e. ‘Digital Divide’. OECD (2001) refers digital divide as “the gap between individuals, households, business and geographical areas at the different socio-economic level with regard to their opportunities to access information and communication technology and their use of internet”. The emerging digital divide threatens inclusive growth. As per the Asian Development Bank, inclusive growth is a concept that goes beyond broad based growth. It is “growth that not only creates new economic opportunities, but also one that ensures equal access to the opportunities created for all segments of society; particularly poor. In this scenery, the present study carried out to approach digital divide in its multiple dimension: global, national and regional level, focusing to developing and developed countries in general and India’s geographical gap and gender gap in particular.
