India is constitutionally empowered to build an inclusive society. The nation’s resources should be accessible to the population for a sustainable socio-economic development with an environment of fairness, equal justice, and political plurality. A case study of HOPCOMS in Hubli – Dharwad was undertaken purposively for being an inclusive institution by interviewing the concerned people in Hubli – Dharwad and Bangalore. The main activity of the HOPCOMS has been to provide marketing facilities to vegetable and fruit growers so they get a sustainable price and the consumers are provided with fresh vegetable and fruit at reasonable price. This institution was created to remove the menace of middlemen and traders who were fleecing the farmers. This saga of HOPCOMS in Hubli – Dharwad is a sad story of another coop movement failing, leaving no faith in the coops whatsoever. The corruption has become endemic and now the once innocent farmers have also become gullible in the hands of unscrupulous members and secretaries.
