Title

Misallocation of public resources in India's secondary education

Abstract

Education, along with securing a position for itself in the basic necessities of human life, the importance of this sector is increasing significantly. This paper focuses on the secondary education that is provided by the aided and the un-aided schools, Also it highlights the role of private coaching classes as a supplementary institution. The paper is based on a very basic but often observed problem that in India especially in the cities the government and the parents both are spending on the child’s education for the same curriculum in the form of government’s expenditure on aided schools and fees paid to the private coaching classes respectively, Which can be clearly seen as a case of misallocation of valuable resources of the government. The findings of the paper proposes the shift of students who make a combined consumption of the services of an aided school and a private coaching class to consuming only the services of an un-aided private school to be a Pareto optimal movement as it will make better off the government in the sense of better targeting and also the parents as they will save a loads of money by initiating this shift that too without compromising on the quality, thus making nobody worse off The paper, though not very deeply but also brings up the relation between income classifications and the tendency of the parents to send their children to private coaching classes, the findings of which generates curiosity for further detailed research in that area.
