Abstract: The India-United States civil nuclear cooperation deal went through intense Parliament debates and encountered strong opposition which unfolded its myth and reality sourrending human and national security issues. The Indo-US civil nuclear deal opened up a new vista for nuclear reactor industry in US, Russia and France. The deal exposed the UPA government’s nuclear policy and the opponents viewed it as a compromise with national security and security of the people. The signing of 123 Agreement has a paradigm shift in India’s nuclear policy and has considered as a milestone by the proponents. The government claimed the nuclear deal bringing to an end the era of nuclear apartheid. At this backdrop, the present paper by making an objective assessment had unfolded the myth and reality surrounding the Indo-US civilian nuclear deal, witnessing the zigzag process and the complexity in the agreement has suggests for change of treaty making procedure by suitable amendment of the Constitution. The paper critically examines the nature of parliament debate on the issue concerning India’s gain and loss in Indo-US civil nuclear deal.
