Drug use and abuse has been in use since ages, yet it was not considered as an issue of concern till 1960. It was only during 1960s drug abuse has emerged as a serious concern for academia and researchers. It has emerged as a global trend, cutting across geographical boundaries, class and gender. It has infiltrated in almost every section of the society and became a major concern for all most all countries, and recognised it as an obstacle for the overall development of the country. It will be pertinent here to mention that although the term ‘substance abuse’ is used by United Nations and its agencies, it has not been defined anywhere. So, in the absence of any particular definition of substance abuse the definition of drug and drug abuse will be considered here for the purpose of present paper.
