Knowledge generation and its application on the agricultural sector for better crop yielding is critical, especially for small and marginal farmers who have been hitherto excluded from such knowledge and access to necessary information. The rigid implementation of liberalisation policies and limited role of the state in disseminate the information to the grassroots led to the emergence of non-state initiatives. Non-state initiatives claim that they can overcome the structural barriers of traditional dissemination process by using the advanced technologies like ICTs. In this context, the paper tires to understand the functioning of e-Choupal and examines the potentials of ICT based agricultural information vis-à-vis reaching the small and marginal farmers. The question to be probed is to what extent the ICT initiative could overcome the existing social hierarchies and barriers in communication.The study also made an effort to understand the ICTs in agricultural information dissemination process from sociological perspective.
