The present study has been undertaken to examine the effect women empowerment and gender equality on political leadership in relation to rural development towards effectiveness. It seeks comparison of various aspects of gender equality in respect to rural development effectiveness. The present study is focus on need for development women empowerment and gender equality in political life leadership in relation to rural Kamrup district in Assam. The method of investigation in the present study is descriptive survey method employed and sample consists of 105 women selected from Kamrup district in Assam. The purpose of the study is to investigate the significant difference between women empowerment and gender equality in terms of learning frustration in the present society. Its importance became much important due to relationship that India needs to have with Assam. The conventional approach to empowerment was based on the premise that poverty was the main source of disempowerment and that political or economic betterment would not only resolve the issue of lack of participates in politics or purchasing power of the weak but will also empower them socially. This paper is to attempt to analyze the women empowerment throughout the Indian history and its special importance throughout Indian history till date.
