Title

Universalization of Secondary Education in Mizoram: An Assessment of the Implementation of Rashtriya Madhyamik Shiksha Abhiyan (RMSA)

Abstract

Secondary Education is a crucial and terminal stage in the educational hierarchy. It serves as a bridge between Elementary and Higher education and prepares the students for higher education and world of work. Secondary Education is the gateway of prosperity, for transforming the economy and establishing social justice in any country. It opens the world of work to youth of the country and contributes to socio-economic development of the country. Since universalization of elementary education has become a Constitutional mandate, it is absolutely essential to push this vision forward to move towards Universalisation of secondary education. Accordingly MHRD, Govt. of India launched a scheme for universalization of access to and improvement of quality at secondary stage in the year 2009 and has brought out a “Framework to implement Rashtriya Madhyamik Shiksha Abhiyan or RMSA in brief.” Rashtriya Madhyamik Shiksha Abhiyan (RMSA) is a recent initiative of the Government of India to achieve the goal of universalization of secondary education. It aims at bridging the wide gap between elementary and higher education. The significance of the present study is that it let us to understand the quality of secondary education provided to the students in schools under RMSA scheme. The educational scenario of Mizoram is quite different from that of the rest of the country. The need of this area is different from others. Not enough number of institutions for secondary education exists in Mizoram; there is dearth need to review equity and quality of secondary education. There are still dropouts among students from tribal areas and backward areas due to various reasons. As far as quality of education is concerned, the status of secondary education is not far from doubt. The study helped us to gain the suggestions from the teachers that enable us to know the areas of concern for improvement in future and in understanding the different ways in which RMSA scheme is impacting the secondary education in the district. With this in mind the investigator proposes to investigate the performance of RMSA in Mizoram.
