Title

The Entangled Futures of AI and Quantum Computing: An Imperative for Governance at the Dawn of a New Computational Epoch

Abstract

AI and quantum computing (QC) are entering a phase of mutual acceleration in which models train, reason, and search with quantum resources, while AI designs, controls, and error-corrects quantum processors—a genuine entanglement that marks the dawn of a new computational epoch. We chart this co-evolution across the technical stack and argue that governance must be co-designed with capability from the outset. On the capability side, we map hybrid regimes spanning NISQ-to-fault-tolerant eras: quantum-enhanced sampling, optimization, and linear algebra for ML; quantum kernels and variational layers integrated into deep networks; and AI-guided compilation, calibration, error mitigation, and QEC scheduling that expand effective quantum volume. On the systems side, we outline cloud-native, heterogenous orchestration with pulse-level control, cryo-CMOS, photonic interconnects, and classical accelerators, stitched by learned compilers and uncertainty-aware controllers.
