Abstract
As a developing country, Bangladesh utilizes about 75% of national budget in development projects. This huge amount of budget is used in procurement of goods, works and services. Proper utilization of this major part of our national budget depends on establishing sound public procurement mechanism (SPPM). GoB has already performed many steps on reforming public procurement policies through developing and implementing PPR-03, PPA-06, PPR-08, PPR-11. But expected goal for sustainable development is not yet achieved. Overall objective of the present research is to develop a sound public procurement mechanism for sustainable development in Bangladesh, which promises significant benefits; like economy, efficiency and transparency in public procurement leading to timely and cost effective implementation of development projects. It has the potential for enhancing Bangladesh’s aid utilization capacity, creating opportunities for increasing foreign aids, reducing cost of doing business and improving investment climate for the interest of the state. Details of present research includes: (a) A detail and systematic study on Public Procurement reforms in Bangladesh from 2003 to 2011; aim of the study is to find out causes or lickings of not achieving expected goal. Participant Observation Method, Case Study Method & Survey Method with questionnaire techniques of data collection are used to collect primary data. These methods are used to study and analysis on Public Procurement reform activities of GoB. Secondary data and information are collected from related books, journals and GoB’s documents. (b) An evaluation of GoB’s reform activities in public procurement mechanism. Evaluation is based on primary data, long time participation, involvement and observing the situation and gathered as a professional knowledge, skill & acquired experience in evaluation of international and national bids/tenders/proposals for procurement of goods, works and services in development projects by the researcher and finally. (c) On the basis of above study, analysis and evaluation, significant suggestions are developed for sustainable development in Bangladesh. Suggestions are specific and object oriented, like suggestions (i) on capacity building for sound public procurement mechanism (SPPM) (ii) preparing procurement plan, detail project proposals (DPP), tender documents (TD), proposal documents (PD), etc. (iii) evaluation of Tenders/Bids/Proposals (iv) on ensuring quality and standard of procured goods, works and services (v) on Installation, Testing, Commissioning, Post Implementation operation & maintenance. All these outcomes of the research are supported by primary data. Above mentioned research works are presented in this thesis.
