Title

The Role of Good Governance in Fostering MSE Development through Public Procurement

Abstract

This study examines the difficulties and advantages of using public procurement to promote the growth of micro and small enterprises (MSEs) in the Amhara region. The research investigates the role of public procurement in promoting good governance and democracy, recognizing its significance in driving regional development and generating employment. The study specifically evaluates the efficacy of existing public procurement procedures in assisting Micro and Small Enterprises (MSEs), while also tackling documented cases of misbehavior in the sector. The research use a mixed-methods approach, incorporating descriptive and inferential analyses, and relies on both primary and secondary data sources. Structured and semi-structured questionnaires were given to MSE operators and professionals in public finance and economic cooperation in the region. Additionally, interviews were conducted with heads of government departments and MSE chairpersons. The results indicate notable shortcomings, such as a lack of proficiency among MSE operators and public officials, issues over openness, insufficient management of contracts, and delayed distribution of funds. The report suggests recommendations to strengthen openness, efficiency, and justice within the public procurement system, with the aim of bolstering MSE growth. These measures encompass the resolution of misconduct, the emphasis on continuous education and training for procurement people and MSE operators, and the enhancement of contract management procedures. By tackling these obstacles and executing the suggested remedies, the study emphasizes the capacity of public procurement to serve as an effective instrument for fostering MSE growth and bolstering the economic progress of the Amhara region.
