Title

Procurement practices and supplier’s satisfaction in public institutions in Rwanda A case of Rwanda biomedical center, Kigali city

Abstract

The general objective of this research study was to investigate the contribution of practices on public supplier’s satisfaction in Rwandan public institutions using a case of Rwanda Biomedical Center. Specifically, the researcher assessed effect of tendering practices, supplier selection and ethical practices on supplier’s satisfaction at Rwanda Biomedical Center. The present research was very important owing to the fact that it ameliorated skills on how to make effective selection of suppliers. The study findings were used in making public policies governing public procurement in order to minimize lost allocated to public procurement. The study findings improved the academician’s skills in supplier satisfaction and more researches are raised by the influence of issues raised during the research process. Agency, legitimacy and linear policy theories guided the study process. The research used a descriptive and correlation research design with quantitative approach. The researcher used 154 respondents chosen from 250 workers obtained randomly and purposively. These are one project manager, procurement officers, and workers, managing direct and beneficiaries of Rwanda Biomedical Center. Data was gathered using questionnaire and interview guide. Results to the first objective show association between research variables since the level of significance was <0.5 implying that increase in open tenders affect the level of Mutual awareness, profitability product, product quality and commitment. Results to the second objective, showed a positive association between e-sourcing and mutual awareness (r=0.424,p-value=0.000).The association is positively related because the p-value was below 0.05 implying that adjustment in E-sourcing increased the mutual awareness, profitability and product quality and commitment and vice versa. Results to the third objective evidenced the adoption of elaboration of the suppliers impartially as well as confidentially strongly affect mutual awareness (r=0.333, p-value=0.000) provided that the p-value was under 0.05 evidencing that a change in mutual awareness. The study recommends supplier selection policies to be improved. The study recommends Rwanda Biomedical Center ensure and adhere to procurement and supply chain ethics and conduct. In the same vein, further researches must be carried out in other institutions to investigate other supply chain parameters on sustainability and profitability.
