Although it is based on the historic panchayat system of South Asia, the term "Panchayati Raj" in India primarily refers to the system that was instituted by constitutional amendment in 1992. The extra-constitutional khap panchayats (also known as caste panchayats) that exist in some regions of northern India should not be confused with the contemporary panchayati raj and its gramme panchayats. A number of Indian committees looked into different approaches to achieving more decentralised governance prior to the 1992 formalisation of the panchayati raj system.
