E-Panchayath: Its impact on Panchayath Raj System-A case study of Hanwada Grampanchayath-Mahabubnagar – Telangana State

Abstract

This paper explores the transformative potential of the e-Panchayat initiative, a significant step in digitizing governance within rural India to enhance the efficiency, transparency, and accountability of Panchayati Raj Institutions (PRIs). Established under the constitutional framework of the 73rd Amendment Act, 1992, PRIs are central to decentralized administration. E-Panchayat, a Mission Mode Project (MMP), automates Gram Panchayat functions and delivers critical citizen services, including certificates, tax management, pensions, and land records. This paper highlights the initiative's key components, such as information and service need assessment, business process re-engineering, computing infrastructure, connectivity, capacity building, content management, and project management. Case studies like Ramchandrapuram village in Telangana, India’s first e-panchayat, illustrate the initiative’s impact. Since its 2015 launch under the Palle Samagra Seva Kendram (PSSK) in Telangana, over 1.7 lakh Gram Panchayats have implemented the system. This paper also examines Hanwada village in Telangana, showcasing how e-Panchayat has improved governance and socio-economic outcomes in a predominantly agrarian community with a 53.68% literacy rate. By leveraging Information and Communication Technologies (ICT), this paper argues that the e-Panchayat initiative provides a scalable model for enhancing local governance and addressing rural development challenges
