Title

Policing and War on Drugs in Manipur

Abstract

POLICING AND WAR ON DRUGS IN MANIPUR 1Renubala Wahengbam, 2Dr.S. James 1Research Scholar, Department of Law, Manipur International University, Imphal, Manipur, India. 2Professor, Department of Law, Manipur International University, Imphal, Manipur, India. Abstract In a democratic society governed by the rule of law, as our society professes to be, the police are an institution falling under the hegemony of the legal system, with a basic commitment to the rule of law, even if this obligation may result in a reduction of the social order. Police officers are, therefore, sworn to uphold the law. They are presumed to have no other duty and to have no right to enforce laws selectively. And a policeman who fails to do his duty or misuses his position is guilty of violating the trust of those who employ him- the public. The police- the enforcers of the law- must therefore not to be allowed to violate the law even to catch criminals. If they are permitted to win cases by “dirty” methods, they make the law dirty. To declare that the government may commit crimes to secure convictions of criminals would bring terrible retribution. For the interest of the government is not that it should win cases but that justice shall be done. Law is the means and justice is the end. .1 If we examine the word ‘Police’ we find that it has been derived from the Greek word ‘polis’ meaning the state. Police today designates “the executive civil force of a state to which is entrusted the duty of maintaining public order and of enforcing regulations for the prevention and detection of crime.”
