Abstract
Climate change poses a significant threat to the ecological and socio-economic stability in Manipur, a North-Eastern state in India. Adverse climatic conditions have resulted in more frequent extreme weather events, such as storms, floods, and droughts, significantly impacting the region's environment and livelihoods. In response, Manipur has adopted several legal and policy measures aimed at mitigating the effects of climate change and promoting sustainability.
This abstract explores the various climate change mitigation strategies implemented in Manipur from a legal and policy perspective. Key strategies include, Understanding Climate Change in Manipur, Policy Framework for Climate Change Mitigation, Legal Framework for Climate Change Mitigation Sector-Specific Mitigation Strategies, Community Involvement and Awareness, Challenges and Opportunities, Summary of Key Findings, Recommendations, and Future Directions, the enforcement of environmental regulations, promotion of renewable energy sources, afforestation and reforestation efforts, and community-based natural resource management. The Manipur State Action Plan on Climate Change (SAPCC), 2013 outlines specific actions and targets aimed at reducing greenhouse gas emissions and promoting climate resilience, integrating these efforts with national missions under India's National Action Plan on Climate Change (NAPCC), 2008. Legal instruments such as the Environment (Protection) Act, 1986, and the National Green Tribunal Act, 2010, also provides the necessary regulatory framework to enforce these strategies.
The SAPCC, 2013 emphasizes the importance of reducing greenhouse gas emissions, enhancing energy efficiency, and promoting sustainable agriculture. Additionally, it underscores the significance of traditional knowledge and practices in enhancing resilience to climate impacts. Collaborative initiatives between state authorities, local communities, and international organizations have resulted in localized, context-specific solutions tailored to Manipur's unique climate challenges. The study suggests that while significant progress has been made, there is a necessity for enhanced legal enforcement, increased financial resources, and greater community involvement to ensure the resilience, forest conservations and sustainability of Manipur's ecosystems and communities. This comprehensive review provides valuable insights for policymakers, researchers, and practitioners working in the field of climate change mitigation and adaptation helping to the environment and the Earth.
