Title

Role of NGOs and Civil Society In Juvenile Justice System in Barak Valley of Assam – An Analytical Study.

Abstract

The juvenile justice system in India plays a pivotal role in rehabilitating and reintegrating children in conflict with the law. In the Barak Valley of Assam, the role of Non-Governmental Organizations (NGOs) and civil society in supplementing governmental efforts is both significant and multifaceted. This analytical study explores how these entities bridge systemic gaps by offering legal aid, psychological counselling, educational programs, and skill development initiatives for juveniles. NGOs such as Children India and local organizations work to ensure the effective implementation of the Juvenile Justice (Care and Protection of Children) Act, 2015, by raising awareness among stakeholders and advocating for the rights of children. Simultaneously, civil society contributes by fostering a protective environment through community-based interventions and campaigns aimed at preventing juvenile delinquency. This research examines the challenges faced by NGOs and civil society, including limited resources, socio-cultural barriers, and lack of coordination with governmental agencies. It also assesses their impact on reducing recidivism and promoting rehabilitation. Through qualitative and quantitative analyses, the study highlights best practices and proposes strategies for strengthening collaborations between NGOs, civil society, and the juvenile justice system to ensure holistic child development and justice delivery in the Barak Valley. Key findings suggest that a concerted effort involving all stakeholders can significantly enhance the effectiveness of juvenile justice mechanisms in the region, paving the way for a model that aligns with international standards of child rights and protection.
