Land registration processes in many developing countries face inefficiencies due to document forgery, unauthorized ownership transfers, and lack of real-time verification mechanisms. Traditional systems, being centralized, are highly susceptible to tampering and corruption. This paper proposes a blockchain-enabled decentralized land registry framework that integrates face recognition as a biometric authentication layer. By leveraging smart contracts on a distributed ledger, the proposed system ensures tamper-proof property transactions, verifiable ownership transfers, and enhanced trust among stakeholders. This framework not only secures property rights but also enables traceability and transparency through immutable records. The results show promising improvements in transaction validation, fraud prevention, and user accountability, offering a scalable model for digital governance in land administration.
