Title

ONE NATION ONE SUBSCRIPTION (ONOS): IMPACT ON AGRICULTURE RESEARCH

Abstract

According to the latest data, approximately 60-65% of the population in India is still dependent on agriculture and its allied fields as its main source of income and their livelihood (Ministry of Education, 2023). Agriculture sector contributed around 18% of India’s GDP and we hope that it would be in upward direction if we ensure the food security of India, (Ministry of Education, 2025). To maintain the agriculture, share in GDP and to feed our citizens, agriculture education is the main focus of the Indian government nowadays. Students choose agriculture and its allied subjects to pursue their degrees and to make a career in the field of agriculture. Agricultural education is a growing field of education in the current time as the demand for agricultural products is increasing day by day and creating more job opportunities for the younger generation. The agricultural education is provided from elementary education to university levels; the emphasis shifts to teaching and research. Since 2007, ICAR provided to its academic and research fraternity a most popular Consortium CeRA (Consortium for e-Resources in Agriculture) but the limited access of databases and reputed journals are not enough to fulfill the demand of quality and current information. Similarly, the other institutions and universities spend a lot of money to subscribe to the e-resources and the same e-resources are subscribed by the different Indian institutes and universities multiple times. To reduces the cost and increasing the number of beneficials to access the quality e-resources to every student of indian institutes and universities, the Indian government introduces under the umbrella of “Jai Anusandhan”, Prime Minister One Nation One Subscription (PM-ONOS) that approved by the the union government on 25th November 2024 and launched the ONOS portal on 1st January 2025 wich benefited nearly 1.8 Crore students faculty members, researchers, and scientists including the ones in Tier II and III cities (Ministry of Education, 2024). The ONOS provides universal access to academic e-resources which enhance the research & development and education in agriculture and its allied sciences. This initiative in bridging knowledge gaps and promoting equitable access to scholarly e-resources. The NEP 20 focuses on the importance and role of research and development for achieving quality education and impact on national progress. The PM-ONOS has a positive impact on the research fraternity of agricultural research and provides a huge window to access the scholarly material it has benefited the agricultural education and research fraternity. This study is an attempt to understand the union government’s vision to create a unique knowledge ecosystem, and how PM-ONOS responds in that ecosystem, and then take a look at its benefits and limitations by comparing it with other consortias that merged with the PM-ONOS.
