Title

Empowering Differentially Abled Persons in Indian Scenario: Role of Synergetic Approach

Abstract

Disabled persons have been oppressed and secluded from the mainstream from time immemorial. They continue to face a numerous physical and psychological problems in their lives. In this regard, the Rights of Persons with Disabilities Act, 2016 indeed, is a transformational legislation that addresses the concerns of one of the most underprivileged sections of society. But for empowering the disabled, only a robust legislation like RPwD Act, 2016 would not suffice. In this regard, an equally competent mechanism is required for enforcing this act. The paper aims at advocating a collaborative approach between government and non-government organizations for implementing this act. NGOs are non-profit making bodies that are constituted by likeminded people having a shared goal and work for upliftment of the marginalized sector. As per 2011 census, there are around 26.8 million persons with disabilities in India. They are recognized as one of the largest groups prone to marginalization. Since, independence the government has acknowledged its responsibility towards the disabled and launched schemes for their betterment such as the Accessible India Campaign and many others. However, the government alone cannot accomplish the task of upliftment of persons with disabilities. Thus, mobilizing the civil society to actively participate in the implementation of the RPwD Act, 2016 is of cardinal importance. Therefore, the present paper asserts the need for a synergetic approach by government and NGOs for implementing the RPwD Act, 2016 and brings about inclusive development vis-à-vis persons with disability.
