Title

Analysing the progress and implementation of Jal Jeevan Mission in Assam: A comparative study of four districts.

Abstract

This paper presents a comparative analysis of the implementation and progress of the Jal Jeevan Mission (JJM) in the North-Eastern state of Assam, India with a focus on four districts—Jorhat, Tinsukia, Barpeta, and Udalguri. Since its inception in 2019, JJM aims to provide safe and adequate drinking water through individual tap connections to every rural household in India. Taking insights from secondary data provided on official dashboards and government reports, this study assesses the status of household tap connections, ‘Har Ghar Jal’ certified villages, women’s participation through Field Testing Kit (FTK) training, community-level institutional arrangements, and financial utilisation patterns. Findings reveal that while Assam’s overall performance aligns with the national average, district-level disparities remain. Barpeta and Udalguri have shown remarkable progress in coverage and fund utilization, whereas Jorhat lags behind in household tap connection coverage despite high certification rates. The analysis highlights the role of local governance, community participation, and infrastructural challenges in shaping district-wise outcomes. The study concludes by emphasising the need for strengthened monitoring, timely certification, and inclusive community engagement to ensure sustainable rural water security in Assam.
