Title

IMPORTANCE OF THE INDUS WATER TREATY TO WATER MANAGEMENT CONCEPTS

Abstract

In order to share water in shared river basins, India and Pakistan signed the Indus Water Treaty in 1960. International standards for the management of transboundary waters have been developed as a result of the treaty. The Treaty has to be changed, if not completely abandoned, according to Indian and Pakistani experts who already have opposing political ideologies, as it prevents the rational usage of the rivers in the Indus Basin. Article XII (4) of the Indus Water Treaty, which specifies that the Indus Water Treaty may only be terminated by another Treaty, makes this plain. New Delhi and Islamabad "recognize that they have a common interest in the optimum development of the Rivers and calls upon both sides to cooperate, by mutual consent, to the fullest possible extent, in undertaking engineering works in the Rivers," according to Article VII (I) of the Treaty. The Indus Basin may more effectively foster regional prosperity and economic growth with collaborative management. The Columbia (USA-Canada), the Amazon (South America), the Tennessee Valley Authority (USA), and the Mekong (four states in southeast Asia) are a few examples of cooperative management. Cooperative water resource development may be very beneficial for all riparian nations and governments, as has been demonstrated in many parts of the world.The relationship between the treaty and other international laws, treaties, and agreements is examined in this article. In order to prevent further conflict, it is essential that New Delhi and Islamabad adopt a cooperative stance by starting a combined administration of the basin as one entity through amendment of the Treaty.
