Title

The Rights of Farmers: A Cornerstone of Food Security and Sustainability in India and its Relationship with International Frameworks

Abstract

The role of farmers, particularly in India, in conserving and developing plant genetic resources for food and agriculture (PGRFA) is indispensable for global food security. Recognizing this vital contribution, the concept of "Farmers' Rights" has evolved to ensure that farmers are empowered to continue their traditional practices of saving, using, exchanging, and selling farm-saved seeds. Farmer’s rights in India are grounded in constitutional guarantees (right to livelihood under Article 21), land reforms and land acquisition laws and sector specific statutes. This paper also discusses the positive effects of having strong farmer rights—such as increasing biological variety, guaranteeing a country's control over its food supply, and encouraging farming that lasts long-term. Finally, it addresses the problems that come up when these rights are not fully enforced, or when commercial companies challenge them. The present article also discusses the advantages of robust farmers' rights in fostering biodiversity, ensuring food sovereignty, and promoting sustainable agriculture, alongside the disadvantages that arise from their weak implementation or challenges posed by commercial interests.
