Title

Role of Panchayats in Rural Development: A Case Study of Madurai District, Tamil Nadu

Abstract

Abstract Panchayati Raj Institutions (PRIs) serve as foundational pillars of India’s decentralized governance, especially following the 73rd Constitutional Amendment. This study examines the performance of PRIs in Madurai District, Tamil Nadu, assessing their role in implementing rural development programs and delivering public services. Using a mixed-methods approach—comprising field surveys, interviews, and policy analysis—the research evaluates sector-specific impacts in infrastructure, education, healthcare, and social welfare. The findings reveal that while Panchayats have facilitated tangible improvements, including digital innovations and community-led initiatives, challenges such as financial constraints, capacity gaps, and governance inefficiencies continue to impede their effectiveness. The study also highlights the positive influence of inclusive policies, particularly the reservation of seats for women and marginalized communities. It concludes by recommending strategic reforms focused on financial empowerment, capacity building, and digital transparency to strengthen Panchayats as engines of participatory and sustainable rural development.
