Abstract
Enterprise Architecture (EA) has evolved into a strategic discipline that enables organizations to align business strategy, technology investments, governance, and digital transformation initiatives. Despite widespread adoption of Enterprise Architecture frameworks such as the SAP Enterprise Architecture Framework (SAP EAF) and TOGAF®, many organizations continue to struggle with objectively measuring the value delivered by Enterprise Architecture programs. This research proposes the Enterprise Architecture Value Measurement Framework (EAVMF), a governance-driven framework that provides a structured methodology for quantifying Enterprise Architecture value across business, technology, operational, financial, governance, and Artificial Intelligence dimensions. The framework integrates Enterprise Architecture principles, business capability modelling, value-stream analysis, cloud-native architecture, AI governance, performance measurement, and organizational maturity into a unified measurement model. It incorporates Business Architecture, Application Architecture, Data Architecture, Integration Architecture, Technology Architecture, Cloud Architecture, Security Architecture, AI Architecture, Platform Engineering, Operations, Governance, Risk Management, and Compliance. The framework introduces measurable Key Performance Indicators (KPIs), Key Risk Indicators (KRIs), value scorecards, maturity assessments, Architecture Decision Records (ADRs), executive dashboards, balanced value metrics, and continuous performance monitoring to support evidence-based decision-making. The proposed framework aligns with internationally recognized standards including SAP EAF, TOGAF®, COBIT 2019, ITIL 4, ISO/IEC 27001, ISO/IEC 42001, DAMA-DMBOK, the NIST Cybersecurity Framework, and the NIST AI Risk Management Framework.
