Title

Empowering Migrant Workers through Local Governance: A Study of Panchayati Raj Institutions in Rural India

Abstract

The integration of migrant workers into rural economies is a critical challenge for sustainable development in India. This paper explores the role of Panchayati Raj Institutions (PRIs) in empowering migrant workers through effective local governance. By focusing on the social and economic inclusion of migrant populations, the study examines how PRIs can design and implement policies that address the unique challenges faced by these workers, such as social exclusion, lack of access to basic services, and economic vulnerability. The paper highlights the potential of PRIs to foster social cohesion by promoting community acceptance and reducing discrimination, while also creating economic opportunities through skill development programs, employment generation, and access to financial resources. It also analyzes the challenges faced by PRIs, including limited resources, administrative bottlenecks, and lack of awareness, and proposes strategies to strengthen their capacity for migrant integration. By leveraging the decentralized structure of PRIs, this study argues that local governance can serve as a powerful tool for transforming rural economies and ensuring the inclusion of migrant workers. The findings underscore the importance of empowering PRIs to play a proactive role in building inclusive and resilient rural communities.
