Artificial Intelligence (AI) is transforming academic libraries from passive repositories of information into intelligent knowledge ecosystems. In higher education institutions, particularly in rural and semi‑urban regions, the integration of AI technologies with Open Educational Resources (OER) offers significant opportunities to enhance equitable access to knowledge. This paper explores the evolving role of digital libraries in the AI era and proposes a conceptual model known as the 7M Framework (Mind, Mode, Mouth, Meal, Morning, Move, and Money) to guide institutional adoption of AI‑supported library services.
