An eminent and pertinent question regarding higher education which is arisen by different strata of the society not only in the country but also in the world is the development of higher education from qualitative point of view. Here an effort has been made to correlate the development of qualitative higher education some aspects of NSS activities. NSS or National Service Scheme is a policy based on ideology of community service by the youth planned by the Government of India under the Ministry of Youth Affairs and Human Resource Development. However, the scheme developed in an evolutionary process since independence. Since its implementation from beginning it spread throughout the country in different educational institutions in 10+2 and higher level. In fact, gradually, NSS and the education in higher stage both are influencing and enriching each other. However, now a day a question has been raised that the academically intelligent and meritorious students are not involving or participating in the NSS activities. Rather they are less interested towards NSS programmes. The issue has been taken by the policy makers, co-coordinators and even programme officers very seriously and it is also being discussed by them. Efforts are also taken to attract all the students including those meritorious students, particularly in higher education sector, to the NSS activities. Workshops and Seminars have also been arranged. In this process a seminar was organized by Tufanganj Mahavidyalay, Cooch Behar in collaboration with the University of North Bengal entitled “The Role of NSS in Higher Education.” There I presented a paper by name “Role of NSS in Higher Education: Ideology and Research Methodology.” I am writing that theme in this article with some modifications resulted from the seminar discussion aiming at drawing out the essentials of NSS ideologies in present day higher educational institutions and also to draw the attention of the meritorious students in higher education to the research-methodological aspects of NSS, through which they can gather experiences for their future research activities.
