Abstract Disaster management is viewed as a developing process around the world. There can never be a single paradigm or technique for disaster management. The fundamental goal of disaster management is to figure out the six components of Pre-disaster disaster, reduction, and readiness, then after the catastrophe, response, rehabilitative, rebuilding, and restoration. Even though the responses to a single disaster differ according to the risk. Disaster has its two kinds of disaster, natural disaster, or manmade disaster. Himachal Pradesh is also recognized as an extremely vulnerable location for natural and man-made disasters. In Himachal Pradesh, natural disasters mostly take the form of earthquakes, floods, landslides, and avalanches. Likewise, man-made disasters such as chemical and biological threats, recklessness, or a failure of a man-made system occurred, resulting in human degeneration and environmental harm. Recently, a disaster occurred in the shape of Covid 19, which is classified as a disaster risk under the umbrella of the Disaster Management Act of 2005. In this paper researcher analyse those factors which are responsible for the Disaster Risk in the state of Himachal Pradesh. Researcher also examine the robustness of national disaster management, state disaster management and social responsibility during the disaster comes into existence. The paper also relating with the provisions of disaster management Act, and how much the statute is responsible for the enforcement of the rights of the victims of Disaster Risk.
