Title

Rethinking the Political Economy of Poverty and Agricultural Entrepreneurship in Uganda: A Critical Analysis of Sustainable Value Chains among Small Agricultural Entrepreneurs (SAEs)

Abstract

This research critically examines the political economy of poverty and agricultural entrepreneurship in Uganda, focusing on small agricultural entrepreneurs (SAEs). By exploring the challenges and opportunities surrounding sustainable agricultural value chains, the study analyzes how policy and institutional frameworks affect SAEs' success. Drawing on qualitative research through document review, this paper highlights the role of SAEs in poverty alleviation and economic development while offering policy recommendations to foster growth in this sector. The findings emphasize the need for an inclusive, supportive environment for small agricultural businesses to thrive and contribute to national development goals. As of 2023, approximately 72% of Uganda’s population relies on agriculture, yet 39% of the rural population lives below the poverty line (World Bank, 2023), underscoring the urgent need for targeted interventions.
